Los Angeles County supervisors on Tuesday restored funding to some mental health facilities but refused to provide enough to prevent the closing Friday of two clinics and cuts in service at seven others. The West Valley Mental Health Center in Canoga Park and the Hubert H. Humphrey Mental Health Center in South-Central Los Angeles will be closed, bringing to five the number of clinics shut down this year because of a funding shortage.

Likening mental health services in the San Fernando Valley to poorly stocked neighborhood mini-markets, representatives of clinics spared by the recent round of Los Angeles County cutbacks are recommending that their sprawling but fragmented operations be consolidated at one central location.
It's been a roller-coaster existence for patients and staff of the West Valley Mental Health Center the past year as budget constraints forced county officials to issue and withdraw threats that it would be closed. But the ride ends Friday. Faced with a $2.9-million deficit, county administrators announced Tuesday that they will close the West Valley clinic in Canoga Park and the Hubert H. Humphrey clinic in South-Central Los Angeles at the end of this week.
